After a six month rigorous procurement process, the Crick has
awarded its Hard Facilities Management (FM) contract to CBRE
Norland, a leading UK facilities management provider. This is the
largest single contract the Crick will award to an external
supplier, who will be responsible for all the maintenance of the
building and engineering infrastructure within the 1 million square
feet institute.
The procurement process began in May and due to the size of the
contract we were obliged to follow the OJEU procurement process, enabling
any supplier from across the EU to apply. An initial PQQ process
resulted in responses from fourteen companies, from which only six
made it through the evaluation process and were invited to
tender. The tender process then involved a dedicated panel
evaluating each tender against a set of strategic and operational
criteria. The panel also visited reference sites for each of
the six suppliers, to meet staff and clients to help reaffirm the
evaluation process. Two days of moderation rounded up the
process and CBRE Norland emerged as the preferred supplier.
Nick Carter, Director of Building Services at the Crick
commented on the award:
"The Building Services, Procurement, and Transition teams did an
excellent job in developing an extremely comprehensive
specification against which the FM companies were invited to
tender. We are delighted with the outcome of this process and look
forward to working with CBRE Norland going forward. We were
impressed by their service delivery, their approach to partnership
and collaboration, and their previous experience in other life
science organisations, which clearly demonstrates they have the
ability to support a complex and critical research environment such
as the Crick."
CBRE Norland will join the Crick in January 2015 with a phased
roll-out of staff throughout 2015 to ensure full knowledge transfer
from Laing O'Rourke and will work closely with the Crick Building
Services team to oversee the commissioning of the building in the
lead up to practical completion in November 2015.
The Crick is currently going through a similar procurement
process for the other services in the building which include
reception, security, cleaning and catering.
